The Gold Standard Problem
The gold standard in referral-based businesses such as insurance is that each client is contacted for referrals and asked to provide three names that would want to be contacted by you.
This is awkward for your agents because it requires them to spend social value they just accrued by giving them a great experience, even if the client is happy to do so.
As a result, the agent doesn't know when the right time to ask is. More often than not, it gets pushed off and eventually avoided entirely out of habit.
